Herr George Bernhard, writing in tlie Vossische Zeitung; says that the,**efficiency of German diplomacy shows that 'the war cannot end in a purely military way, owing to failure to profit by the German victories. He asks who is responsible for announcing that war with Russia had endedy which statement had misled Germany, .more than anything else.
