The New Plymouth Borough Council's appeals on behalf of E. H. Bartley, electrical and tramways engineer, and tramways manager, and Mr. W. H. Huggett, superintendent of the distributing station, were hpard by the First Wellington Military Service Board a(; New. Plymouth. F. T. Bellringer, Town Clerk, said that in addition to routine work as elec.trical engineer and manager of the tramways, Mr. Bartley was at present working on preliminary details in connection with a scheme to obtain increased water-power. The electoral department involved a Capital of £70,511 (as at 31st March last), and there were then 1874' consumers. In the tramways department the capital expenditure- was £55,057 19e 6d. The population of the borough was 8700, 'apd- it was estimated that 8000 were served by the trams (Mr. M'lraron: Jind, of course, tl^ere is the floating population, too.) Owing to the war the staff had been seriously depleted, and this meant that some inexperienced men had to be employed, entailing closer supervision.
