RUSSIA'S BREACH OF FAITH

ROME, 17th February. Baron , Sonnino (Kalian Foreign Minister), speaking in the Chamber of Deputies, stated that the fifteenth article of the Pact of London (the Italian treaty, the terms of which were cabled on' Saturday) was published originally by the organ of the Petrograd Soviet.' He strongly protested against this unjustifiable breach of faith. The Allies had agreed, without Italy's special initiative,' that a separate reply to the Pope's Note was unnecessary after President Wilson's reply. The Bolshevik disclosure of this article was intended to raise distrust and hostility against Italy.
