JOINT NEUTRAL ACTION PROPOSED.

AMSTERDAM, 16th February. In the-Second Chamber, the Dutch Foreign Minister stated 1 that Holland had proposed joint action by the neutral Governments in regard to the annulment of the Russian foreign loans.. Spain had already assented.
