ANOTHER GERMAN PEACE HINT.

AMSTERDAM, 14th February, The Fraukfurter Zeitung states that a conference of political and military representatives a.t the German headquarters is preparing a reply to M Trotsky. The Bulgarian' Minister at Berlin states that peace is practicable with Rumania. If the former will accept Bessarabia and cede the Dobrudja to Bulgaria the Central Powers would consent to the necessary readjustments. " .
