BOLSHEVIK TACTICS

HOLY WAR AGAINST IMPERIAL.

ISM

LENIN PROMISES COMPLETE

VICTORY.

(AUSTRALIAN-NEW ZEALAND CABLE ASSOCIATION.) LONDON, 27th January.*

Mr. Harold Williams, writing from. Petrograd, says: The Bolshevik newspapers admit .that the Brest Litovsk negotiations exposed, the German Government's intention to annex the western provinces of Russia, and claim, that Russia's knowledge of the fact is due.tf. the Bolshevik efforts. They explain' that no matter if Herr Hoffmann carries out his threat to seize "Reval he will really expose the German Army to the people, and so lead to the overthrow of the existing Berlin regime. Meanwhile the Bolsheviks- are dallying with their scheme for resisting a German advance by creating a highly-paid volunteer army to engage in a "holy war" against all imperialisms, and are also waiting to see the Bed Flag raised in Austria. They believe that Petrograd is destined to be^ come the capital of a federation of Soviet republics. ' '■,

Trotsky, however, tells his co-revolu-tionaries that the bourgeoisie of the ■west are much better, organised than in Eussia. Progress in revolutions must be. slow. The - attempts to make peace ■with the Ukraine separately irritated the Bolsheviks exceedingly, notwithstanding their proclamation regarding the right of each nationality to determine its own destinies. ' Hence, delegations consisting ol .'workmen ■ and non-commis-sioned officers from Eeval and Kharkoff, who were, sent. to Brest Litovsk from tho Soviets' Conference at Petrograd, have adopted aJI the, points of the LeninTrotsky programme, including the disarmament of the bourgeoisie. Lenin had a great ovation. ,In addressing the conference he said: "We shall continue our civil war until -we gain a complete victory. We shall make mistakes, as we have a great task, without precedents to guide us." Thus far the. conference has not discussed peace terms, to the dismay of the majority of tho delegates.
