AMSTERDAM, 25th January
A Berlin telegram states that an embarrassing complication has arisen at Brest Litvosk. A second Ukrainian delegation has arrived, and denies that the previous delegation was entitled to negotiate on behalf of the Ukraine Republic, of which the real Government is established at Charkoff, and professes Maximalist principles. The second delegation is from Charkoff and supports Trotsky.
