KAISER'S ADVISERS SUMMONED

A wireless message from Berlin states that the Kaiser has summoned Dr. Kuhlmann (Minister for Foreign Affairs), Prince yon Bulbw (ex-Imperial Chancelldr), and Count»Bernstorff (formerly German Ambassador in America) to Berlin, also the German Ministers at The Hague, Berne,,and Copenhagen, to,,consult with them regarding impending Ministerial changes. The Berliner Tageblatt states that Count yon Hertling, the Imperial Chancellor, is seriously.ill, owing to overwork. The Morning Post announces the impending resignation of Herr yon Valentini, the Kaiser's chief Civilian Secretary.. A cablegram from the Sydney Sun's London representative, dated Bth" January, said: — ' Hague and Amsterdam messages describe the position in Germany as the most critical since the fall of Dr. yon Bethmann-Hollweg. The Brest-Litovsk negotiations are compelling the Kaisei to decide finally between the Military Party and the Moderates. The Kaiser on Sunday talked for an hour with Dr. yon Hertling in the Chancellor's garden. Then he conferred with the general staff and the Wir Minister. There is much comment concerning a long interview between the Kaiser and yon Woyrsch, Germany's newest field marshal. ■ Dutch opinion is that the Kaiser desires to side with the popular generals, but he fears a political upheaval and Austrian influences, which obstinately demand peace at the cost of sacrifices. The Kolnische Zeitung appeals to the general staff to re-unite with the diplomats, but the Pan-Germans demand the final dismissal oE the Moderates from power and from the Kaiser's entourage. ■■■ The crisis between yon Ludendorf and the Government is due to the inclination of Count Czernin (Austrian Foreign Minister) and Baron Kuhlmann (German Foreign Minister) towards the evacuation of Poland and Conrland. The Czerninites believe that the political status of these countries is important, provided that the Central Powers get a good start with pacific penetration.Yon Ludendorf now occupies the same position towards Count yon Hertling {Imperial Chancellor) as yon Tirpitz occupied towards yon Bethmann-Hollweg. The Pan-German newspapers are flooded with articles signed by well-known generals claiming that Germany is holding all the trumps of might which must be played for the overthrow of England and the bleeding white of France. The addition of 60,000,000 Russians to the Germanic Empires, and the ultimate incorporation of Ukraine into the Austrian Empire, thus making Russia an Asiatio Power based on Moscow, is more to be feared by the Allies than the {Pan-Germans' wildness.
