THE PARIS CONFERENCE
TROUBLE ABOUT RUSSIAN DELEGATES. (Received- November S, 10.30 a.m.) PETROGRAD, 4th November. M. Kerensky, in an interview, said it was impossible to send a delegate in company with M. Terestchenko to the Paris Conference, owing to the differences between M. Terestchenko and the Democrats respecting the government of small nations. If M. Terestchenko is inaluded, the Democrats decline to send a delegate. M. Kerensky considers that the sending of a Democratic delegate is indespensable.
