I ; LONDON, 23rd September. It is authoritatively stated that • the problem of building unsinkable ships has practically been mastered, but the opinion in naval circles is that the ships will not solve the submarine menace problem, owing to difficulties in construction and the small cargo space available. ' (Received September 24, 8 a.m.) ROME, 23rd September. The Italian Marine Commission states that it has solved the. question of making merchant ships'unsinkable, and believes that within six months the Italian mercantile fleet will be safe from, submarines.
