£800,000,000 FOR THE ALLIES.

WASHINGTON, 19th August.
Mr. M'Adoo, Secretary of the Treasury, has submitted to Congress a proposal for a new bond issue of 7,538,945,----000 dollars (about £1,508,000,000) at 4 per cent, for the purpose of providing four thousand millions for a new loan to the Allies, and' the retirement of tho recent three'thousand million 3-j- per cent, loan to the Allies.
