CURTAILMENT OF POWER.

LONDON, 15th August.
In the House of Lords, Lord Salisbury's amendment that no order under the Ministry of Reconstruction should be issued unless in pursuance of a resolution oi both Houses was carried by 24 votes to 22, despite the Lord Chancellor resisting on the ground that it would empower Parliament to act as an executive body.
