Sir Joseph Maclay, the British Shipping Controller, in an interview, said that GO <por cent.- of the British merchant ocean-going steamers were now armed with two guns and 'the necessary gun crews, but a surer .remedy for countering the attacks of the submarines was the intense construction of vessels capable of traversing the danger zones at considerable speed. All shipbuilding efforts would bo directed to this end. We •may even exceed an output of four million tons in 1918 if the Army will give ■the workmen—particularly the technical experts..
