An. interesting point in regard to- tha municipal elections has been raked by the Hastings Borough Council, which has taken the opinion of the Jiunicipal Association's solicitor as.to the right o£ •an alien to vote: at local body elections. The opinion is to the effect that an ajien cannot take advantage of the ordinary, or residential, qualification, to become an elector, but nothing,is said of the pro-perty-owning and ratepaying qualifications, which apparently. . are . not affected by nationality. ;

Chaplain-Capt. Mullineux, the Church. of England chaplain to the 23rd Rein: forcemehts, wishes to pnblicly acknowledge the many and useful gifts sent by ( friends of the soldiers on their voyage to Europe. Many of these gifts weresent anonymously, and to these donors the chaplain returns his thanks. .The donors whose names he possesses will po thanked by letter. The following is a list of articles, etc., received :—1 silver Communion set, 1 piano, 1 conqertina, 6 . flageolets, 1 vioHn, music, 3 gramophones, 6 parcels of records, 80C0 needles, 6 sets boxing gloves, 3 punchballs, cases comforts, numerous cases' of books, magazines, etc. (8 cases. from Shackleton, the explorer), 1 cockatoo ' mascot, tobacco, cigars. For _ prizes :. Razors, knives, pencil-cases, cigaretteholders, mirrors, fountain-pens, shayingbrushes, etc. Also £83 15s in cash, in sums varying from £25 (Wairarapa Patriotic Association) to ss; two little" children, sons of a once-famous footballer, gave.ss each—they emptied their, money-boxes-' for the " boys."
