WHAT CONSTITUTES AN ALIEN?

(Dr TELEGRAPH.—SPECIAL TO 7M POST.)

AUCKLAND, This Day.

The question of what constitutes an alien was brought up at the sitting of the Auckland Military Service Board yesterday in the course of the hearing of a case in which a, man, whose parents were German, applied for exemption on the ground of occupation. Major Conlan, the Military representative, pointed out that, in common law, an alien is a subject of a foreign State who was born within the allegiance of the Crown, and included everyone born within the Dominions of tho Crown, whatever might be tho nationality of his parents. Appellant came within the provisions of the law, and was therefore a British subject, as he was born in New Zealand. The board dismissed tho appeal.
