A SUBMARINE FOILED

MADRID, 23rd February.
An Austrian submarine detained .the steamer Vittoria Eugenic, off Tarragona, and attempted to seize eight • British passengers. The captain protested that the steamer was in Spanish waters, and he would sooner be sunk than yield. The submarine 'withdrew.
