The Indian Defence Act has been introduced in the Legislative Council. It provides that all Europeans in India between the ages of 16 and 18 must undergo military training as cadets; from 18 to 41 they must enrol and train for general active military service in India; and from 41 to 50 they must train as a reserve or for the defence of local areas. The Act is to remain in force till six months after the termination of the war.

The Viceroy (Lord. Chelmsford) referred to the necessity for concerted effort in assisting the Empire to finish the war.

General Sir Charles Monro (Com-mander-in-Chief) pointed out that it was intended that the new forces should relieve the regulars on garrison duty. Numerous Indian members of the Council supported the Bill, which was referred to a Sslect Committee.
