STATEMENT BY HON. W. FRASER.
THE OTIRA TUNNEL.

CHRISTCHUP.CH, This Day. The Hon. \V. Fraser, Minister for Public Works, stated that work at the Otira tunnel was going on steadily, but that it was becoming increasingly difficult to get labour. The men were operating in very difficult ground. The progress for 1916 constituted the second best year's work since starting.
Mr. Fraser added that the CulverdenWaiau railway would be ready for traffic to Waiau on Saturday.
Dealing with general factors that affect the prosecution of public works, the Minister said large sums authorised had not been expended owing to a labour shortage. He had set his face against ridiculously high wages, and would sanction nothing over 11s a day.
