(Received February 23, noon.) > TEW YORK, 22nd February. , Passengers who arrived by the liner Philadelphia report that the liner Celtic struck a mine in British waters and returned to Liverpool. : It is 'not believed that she was seriously damaged. (Received' February 23, 12.20 p.m.') . '.NEW YORK. 22nd February. Three-liners, the Philadelphia (10,786 tons),- Celtic (20.904 tons), and Canada (9415 tons), left Liverpool together under convoy. They pai-ted twelve hours out. Then the Celtic sent a wireless message that she had struck a mine, but later announced that she was safe. The Celtic carried no passengers.
