WARNING TO NEUTRALS
VESSELS MUST BE SEARCHED,
(Received February 22, 1.30 p.m. )
LONDQN, 21st February. An Order-in-Council has been gazetted enacting that, in view of German submarine warfare, unless vessels bound to and from neutral countries adjacent to Germany call at British or Allied ports in order to be searched, 'they shall until the contrary is established be deemed to bo carrying enemy goods, and will be liable to -capture and condemnation ; but ships calling at British or Allied ports for examination will not be presumed to be carrying enemy goods, and will not be condemned merely because they are carrying enemy goods.
