DEVELOPMENT MEASURES.
AMSTERDAM, 31st January. General . Groener has established bureaux throughout Germany empowered to exempt farm labourers and compel the increased sowing of crops, and to arrange for the housing,, feeding, and payment of men brought from dther industries. The bureaux are enjoined to use the. most modern methods and motorploughs, to utilise prisoners of war, and dispense with red tape.
