DISCUSSION IN THE REICHSTAG

In the Reichstag, Herr Basserraann, speaking as the reporter oE the Foreign Affairs Committee, said the general situation was satisfactory and hopeful. The. Committee appreciated King Constantine's attitude. The Committee discussed the submarine policy, but did not reach an agreement or make recommendations. The' Committee decided against public discussion, in fear of damage to the country's interests. The submarine successes in the Atlantic indicated Germany's martial spirit. The commanders will follow their instructions not to give an opportunity for complaints. Peace can only bo expected when the enemy is defeated.

Herr Spahn declared that Germany would conquer on the battlefield, and in the economic war. England was a most cunning and calculating enemy, and must be destroyed. Herr Scheidemann said the Government must organise the defence, and endeavour to secure an honourable peace. HOLLWEG'S DWINDLING PARTY. (Published in The Times.) ' BERNE, 12th October. ■ The Deutsche Zeitung states that Herr yon Bethmann-Hollweg's opponents are in a majority in the Reichstag, owing to. the accession of a large section of the Centre Party.
