WITH reference to the War Regulations issued on tho 24th July last, and to the advertisement of sth August in connection with the same, it has been found advisable to make certain alterations, and tho following statement now explains the position. It will be noticed th^t there is not now necessity to obtain licenses to trado with firms in Japan or France. (a.) Licenses are required to import goods into New Zealand from all countries except Britain, British Posses-ions, France, Japan, and the United States. (b.) A liconse must bo obtained from tho Comptroller of Customs, before the goods are ordered, for each firm with whom it is desired to trade. (o.) Where goods are ordered through a buying agent in tho United Kingdom who is given discretionary power as to the sources of supply, and irrespective of whether the suppliers' invoice is to be ultimately sent along with his own invoice to New Zealand' or not, there will bo no necessity to obtain a license in New Zealand provided that the agent gets the invoice to be sent to New Zealand vised and approved at the office of the High Commissioner in London. (d.) It should bo clearly understood that it is only in cases covered by the preceding clause that invoices should be submitted to the High Commissioner, and that whenever the name of the probable supplier is known to the New Zealand importer, a license must bo obtained. (c.) Where a New Zealand importer has got into touch with a now firm subsequent to the outbreak of war, he should stato when applying for a license how he camo to communicate with that firm, and should submit any relative papers. (f.) Licenses will not be required for goods bought out of stock in Britain, British Possessions, France, Japan, or the United States, but in no case shall this be construed into permission to import — (1.) Any goods of enemy manufacture, origin, or ownership; or (2.) Goods being the produce or manufacture of any firm with whom a license to trade has been refused; or (3.) Any goods prohibited from importation under the War Regulations. Or.)
