THE "BLACK LIST"
AN EXTRAORDINARY RESOLUTION. PASSED BY THE UNITED STATES SENATE. (Received September 6, 9.10 a.m.) | WASHINGTON, sth September. The Senate has adopted a retaliatory resolution against the British and French "Black List." The resolution) provides for the withholding of clearances of ships of belligerents who discriminate against the United States, and authorises the President to use armed force if necessary to prevent the departure of [ offending vessels.
