TERMS OF NEW TREATY

A Reuters telegram from Petrograd, dated 3rd July, published in the London Daily Telegraph, states :

"A Russo-Japanese political• convention of two articles was signed here on Monday by M. Sazonoff, Minister for Foreign Affairs, and Baron Motono, the Japanese Ambassador. The object o£ the convention is to combine the efforts of the two countries in order to preserve a lasting peace in the Far East." Reuters Agency is informed that the following is the text of the Treaty concluded between Russia and Japan : " The Government of Japan and the Imperial Government of Russia resolve to continue their, efforts for the maintenance of.a lasting peace in the Far East, and have agreed upon the following :

" Article I.—Japan will not be a party to any political arrangement or combination, contracted against Russia. Russia will not be a party to any political arrangement or combination directed against Japan. f " Article 2.—ln the event of the territorial rights or special interests in the Far East of one of the contracting- parties recognised by the other contracting party being threatened Japan and Bus-.* sia will consult with each other on the measures to bo taken, with a viow to support and co-operation being given to one another for the safeguarding and defence of those rights and interests." The British Government has expressed its satisfaction at, the conclusion of a Treaty of Alliance between Russia and Japan, which is regarded as in every way strengthening the Anglo-Japanese Alliance and consolidating the general relations between all the Allies in tho Far East.
