RUSSO-JAPANESE TREATY
PROVISIONS OUTLINED
BRITAIN APPROVES ALLIANCE.
(ADSTRALIAN-NEW ZEALAND CABLE ASSOCIATION.) NEW YORK, Bth July. A message from Tokio says that the Russo-Japanese treaty provides that neither contracting party will participate in any political combination against the other in the event of the Far Eastern rights and interests of either being menaced.
Count Okuma, ex-Premier of Japan, in an interview, said : "Japan cannot bear with China's political disturbances, which upset Japanese commercial interests. Japan will maintain an open door policy. in China, and there will be a full understanding with Britain, who welcomes the convention as endorsing the Anglo-Japanese alliance." ■ The New York Times comments : "We will need to act unless we are content to see our commercial opportunities in China pass exclusively into other hands."
LONDON, Bth July. Router's agent learns that Great Britain has expressed satisfaction with the Russo-Japanese treaty alliance, which is _ regarded as in every way strengthening the Anglo-Japanese alliance arid consolidating the relations of all the Allies in the Far East.
