ITALY AND GERMANY
The Italian paper Corriere della Sera publishes an editorial in reply to comments in foreign newspapers on the motives which have actuated the Italian. Government in refraining from making a formal declaration of war against Germany. The Corriere says there are two .sound and sufficient reasons for the course pursued by Italy. The first reason is that Parliament gave to the Ministry a clear and precise mandate to declare war ,oiv Austria only. The second reason is that there still exists in Italy a strong neutrality party which would certainly make a declaration, of war on Germany the excuse for stirring up an agitation which might seriously embarrass the Government. Although Italy is not openly at war with Germany, she is so indirectiv. '
