PROPOSALS FOR INCREASES BEHIND AUSTRALIA NOW. (Received October 12, 3 p.m.) WASHINGTON. 11th October. Mr. Lindley M. Garrison, the United States Secretary for War, proposes on enlargement of the American standing army to 120,000, and of the trained reserve to 300,000, with a reorganised National Guard of 150,000 men. He asks also for proper aeroplane "equipment and the doubling of the artillery ammunition supply. Mr. Theodore Roosevelt has recently been carrying on a vigorous campaign against the unpreparedness of the United States, pointing out that America is behind Australia in spite of the enormous disparity in their populations. Whether Congress will approve of Mr. Garrison' 6 proposals remains to be seen.
