An inhabitant of Bruges who escaped to France describes life there under German rule. •> The officers occupy the houses of the aristocracy, which they have ransacked and stripped of all treasures. The"people keep indoors, few cafes are open, and they are only frequented by Germans. A reign of terror prevails. Arbitrary arrests are increasing. The smallest success by the Allies is reflected in the additional brutality towards the people. OPPRESSION IN LILLE FOR REFUSAL TO SUPPLY SANDBAGS. AMSTERDAM, 27th Sept. Owing to the Lille factories refusing to supply the Germans with, sandbags, the Mayor was notified that an equivalent quantity of bags manufactured in Germany would be used at the city's cost, and fifteen thousand pounds sterling deducted from the civic funds. The Treasury was forced, also, to pay an additional, £1,240,000 in war taxes, and pending the payment' the Germans placed seals on. the banks' strong-rooms, and held individuals as a guarantee that the securities would not be removed. The authorities insisted that the city could not meet such huge sums, and the Huns thereupon agreed to a compiomise, and said they would accept £640,000, with a penalty of four thousand pounds daJlv until thn a.monui was uaid

The French War Minister has put at the disposal of farmers Territorial troops and men in depots unfit for the fighting Kne. Permission has also been granted men in the trenches to return to their farms at seed time, while in the zone of the enemy officers order soldiers to help farmers whenever possible.
