and would answer the demand made for a great national scheme. There is much doubt as to (the scope of Mr. Long's Bill. Many members of the House of Commons expect that it also provide© for a national register of- the available manhood of the country, and will really be a war census to enable the authorities to determine for what branch of war work each is best fitted.
