MR. ASQUITH'S NEWCASTLE SI EECH. , (Received June 24, 2 p.m.) LONDON, 23rd JuneLord Hugh Cecil, in the' House of Commons, asked whether Mr. Asquith, in quoting "a high authority" in his Newcasye speech, referred to Lord Kitchener. The question was withdrawn.
