COTTON SHIPMENTS
THE GOVERNMENT'S VIEWS. (Received June 24. 8.30 a.m.) LONDON. 23rd June. Lord Robert Cecil, in the House of Commons, said that the Government desired to slop cotton reaching Germany, but must consider the legitimate rights of neutrals. The Government did not believe that the declaration of cotton as contraband would be of assistance.
