of Commons. The Bill provides for more effective control of exports to neutral countries. Mr. E. fr. Pretyman (Secretary to the Board of Trade) pointed out that a Netherlands Overseas Trust had been formed, which guaranteed that goods exported by the trust would not reach the enemy. It was therefore intended to prohibit exports to Holland , except through the trust.
