TURKEY WOOING BULGARIA BRITISH SUBMARINE'S SUCCESS ALARMS The Russian armies west of Lemberg have been compelled to make a further withdrawal which involves the abandonment of a considerable part of the line of the San. On the Dniester, however, they are holding their positions firmly, and very heavy losses have been inflicted on the enemy during the past month. A correspondent at Petrograd anticipates a decisive battle at Grodek, which appears! already to have been reached. Extremely intense fighting contimtes on the western front north of Arras, with further successes for the French. Some important progress has also been made in Alsace. Substantial advances by the British east of Ypres are also reported. * A Times correspondent states that Rumania is ready for immediate action, and has recognised that sooner or later she must participate in the war. Bulgaria's friendly neu-. trality is said to be assured, but Austro-German diplomacy is at work. - N The success of the British submarine in the Dardanelles has restricted the activities of the Turkish fleet and has alarmed Turkey. It is foreshadowed that the British Budget will greatly increase the income, tax and include a surtax on war profits.
