Sir, — It is as well that the publio should bo warned in connection generally with the Queen _ Carnival that, in any raffles or art unions which have not been sanctioned by the Minister for Internal Affairs, it is quite open for the authorities to step in at any moment and seize all the tickets, except that such raffles are for works of art.' Purchasers of such tickets should csu-efi'liy_ see whether it is clearly stated on the tickets that the Minister has sanctioned their issue. One can conceive tho objection of the authorities to grant permission for raffles, etc., for it would simply mean that every irresponsible Tom, Dick. »nd Harry would be exploiting the public with art unions for all sorts of articles. One other point, too : the object of the carnival are essentially British. Therefore, it is an occasion when the feelings we all hold of boosting English goods should be assiduously cultivated.
