LOCAL AND GENERAL The Marine Department is in receipt of the following advice: — "Re Order-in-Council of 20th January prescribing certificates of origin, paragraph B, of Regulation 13, revoked. On all ships exports to Norway, Sweden, Denmark, Holland. Switzerland, or Italy, on and after the Bth March, will require certificates, whatever the value of the consignments." ' A flaxmiller informed the Manawatu Herald (Foxton) that there is a little unrest among some of the flaxcutters, who are demanding an increase on cutting rates. In one place certain cutters refused to work unless an increase of Is per ton was conceded, which the miller contended was not justified under the circumstances. The miller concerned did not anticipate any trouble in overcoming: the difficulty. There are now serving with the New Zealand Expeditionary Forces 150 expupils of Mount Cook School, and it has been suggested that it would be a good thing if their names were inscribed on a "Roll of Honour" to be placed in a prominent position in the school building as a good example to the present pupils. If the Old Boys of the school are sufficiently interested to take the matter in hand the headmaster (Mr. C. Bary) will give them his heartiest cooperation. The provisions of the Licensing Act as iar as they concern the serving ol persons under 21 years of age are apparently not generally known. " Enquirer" has written to the Editor on the point, and wants to know if a licensee may sell liquor to a youth for consumption off the premises. Up to last year_ he was permitted to do so, but the Licensing Amendment Act, 1914, is now in force. According to the section as it now reads. " every holder of a license of any description who supplies or allows to be_ supplied by purchase or otherwise any intoxicating liquor to any person under the age of 21 years not being resident on the premises as a bona fide guest or lodger" commits an offence. Ifc is notified by the military authorities that where medical attendance is necessary on members of the Territorial Force and senior cadets, and the charge is considered to be one that should be borne by the Department, all sick or injured are to be treated in a public hospital. In cases where this will not be possible, the patient will be attended by an officer of the New Zealand Medical Corps, and a fee of 7s 6d per consultation or visit will be paid by the Department; but unless under a certificate of the principal 'medical officer, not more than three such consultations or visits will be paid for. In the event of a Territorial or Senior Cadet living more than three miles from the medical officer's residence a fee of 5s per mile one way will be paid, but for one visit only. A letter has been received by the Mayor (Mr. J. P. Luke) from Mr. S. Gilmer, of the Royal Oak Hotel, asking for a reconsideration of the rentals fixed in connection with the revaluation of his property. Mr. Gilimer expresses tho opinion that, in the light of the recent valuation awards in connection with Lambton-quay properties, the valuations agreed to by him and Mr. J. Ames, City Valuer, are excessive. It is therefore asked that the council review the position. In his letter, Mr. Gilmer also refers to the building proposals he contemplates carrying out m relation to the strip of land required by the council for street widening purposes opposite the Grand Opera House. The letter will be considered at a meeting of the Finance Committee of the City Council to be held at 4.30 o'clock this afternoon. The Director of Orchards, Gardens, and Apiaries Division of the Department of Agriculture has received from the Apiary Instructor advices concerning honey crop prospects. Auckland reports that the crop will be below the average. Prospective good export prices are giving a stimulus to beekeeping. The Wellington report is: — "Average crop in Taranaki, Manawatu, and Wairarapa. A very poor crop owing to the drought in Hawkes Bay. A phenomenal yield round Palmerston North, one man to date (20th February, 1915} having extracted from 500 hives 67,200 ib, with a prospect of a, still further yield. Higher prices than usual should ruie this year." Christchurch reports state that this is one of the worst sea-sons experienced for many years. In General Orders, issued last night, appears a section dealing with the New Zealand Forces Motor Reserve of Officers. It states that except in the case of mobilisation of the forces officers should only be called on generally -within a forty-mile radius of the place of assembly for manoeuvres, etc. When called out for duty officers shall receive the following daily rates of pay:— Lieu-tenant-colonels, _15s per day ; majors, 12s ; captains, 10s j lieutenants, Bs. Half the above rates only will be paid for a halfday's tour of duty. In addition to pay of rank, each "officer shall receive a running allowance according to the class of car used by him. The running allowance shall be:— (a) Class A car, 20 h.p. or upwards, seating four, including driver, 4d per mile; (b) Class B car, under 20 h.p., seating four, including driver, 3d per mile ; (cj Class C car, not les.'i_ than 10 h.p , seating one or two in addition to driver, 2d per mile. A lecture entitled "Joseph Wedgwood," illustrated by kinematograph views, will be given by Mr. Harry Barnard, of London (promoted by Kirkcaldie and Stains, Ltd.), in the Town Hall Concert Chamber to-morrow, Wednesday, at 8 p.m. Admission free.
