SOUTH AMERICAN NEUTRALITY
PLANS TO SECURE IT. (Received^ December 26, 9.45 a.m.) WASHINGTON, 24th December. The Pan-American Union has nominated a committee to consider plans to secure the neutrality of the South American republics during the European hostilities. Peru proposed enlarged neutral zones ; both Atlantic and Pacific waters to be open to neutral ships without risk. Chili proposed that belligerent veesels should only be allowed enough coal to take them to the nearest port of an adjoining country, unless they agreed to go direct to Europe. If merchantmen violated neutrality, no coal s^tild be furnished to any vessel belonging to the. same company. The committee proposes to held a series of conferences, with a view to adopting, a definite 6cheme.
