(Received October 16, 8.30 a.m.) LONDON, 15th October. , The Times, in a leader, says :— Readers o{ General yon Bernhardi and other German writers of his kidney knew that they had built high hopes of fomenting rebellions in various parts of the Empire. Whenever Germany was at war with Britain, South Africa was always the region where these hopes were strongest.
