PIECE OF WAR HISTORY
GERMAN MILITARY PARTY'S ERROR THOUGHT TRIPLE ENTENTE WAS NOT READY. ROTTERDAM, 11th September. The Nieuwe Rotterdamsche Couvant publishes a piece of war history from its Berlin correspondent. The military party, he says, reckoned it was perfectly safe to urge Austria to take strong measures with Servia, believing that the Powers in the Triple Entente would not be ready to clfilienge Germany till February or March in 1916. The correspondent asserts that Russia entered into a game of bluff, the PanSlavists thinking that Germany would not consent to war. Austria confided to the Crown Council held at Potsdam on sth July her intention of sending a punitive expedition to Servia, and asked whether she could reckon on Germany's assistance if Russia helped Servia. Tho military members of the Council recommended that action should be taken.
