AN IMITATOR OF THE SPHINX. GERMANY COCKSURE OF .VICTORY. (MHBB AND SIDNEY StJH SERVICES.) LONDON, 7th September. Mr. Poutsma, .the South African Labour leader, who was deported with others in connection with the South African Labour troubles, has returned from Berlin. He states that in Germany there is a feeling of cocksureness about' victory. He met Socialists of international standing who actually hurried to enlist. Everywhere, outside of Germany, the Socialists are convinced that Germany is wrong. Mr. Poutsma witnessed the entrance to Berlin of tho Kaiser, Empress, and Crown Prince. There was a scene of the wildest enthusiasm. The Kaiser did not bow once in acknowledgment of the shouts of the crowd. The Crown Prince nodded and smiled j but the Kaiser sat, 'with one hand on his golden helmet, stern and inscrutable. During the whole time there was not the faintest flicker of a smile on his face.
