Everywhere, outside of Germany, the Socialists are convinced that Germany is wrong. Mr. Poutsma witnessed the entrance to Berlin of tho Kaiser, Empress, and Crown Prince. There was a scene of the wildest enthusiasm. The Kaiser did not bow once in acknowledgment of the shouts of the crowd. The Crown Prince nodded and smiled j but the Kaiser sat, 'with one hand on his golden helmet, stern and inscrutable. During the whole time there was not the faintest flicker of a smile on his face.
