WAR REFUGEES
WHY THEY WERE SENT TO ANTWERP. . OSTEND, sth September. General Dufour (Military Governor of Antwerp), in order to prevent a scarcity of food, is freeing Antwerp of war refugees. They actually exceed the city's normal population. There are indications that German vandalism in other cities was deliberately intended to drive their inhabitants into Antwerp, the Germans hoping that later, in the event of a siege, the city would be _ forced to speedily capitulate from famine. Meanwhile it is sought to demoralise the i population by means of aircraft dropping bombs. (TIMES AND STDNEV SON SERVICES.) (Received September 7, 8 a.m.) LONDON, sth September. Crowds of refugees have congregated at Ostend, where the rich are poor, and the poor destitute. Many people are living in bathing vans. VIOLATION OF INTERNATIONAL LAW. OSTEND, sth September. The German Governor of Brussels is forcing the Civil Guards (though disarmed) to assist upon the defence works. This is a fresh violation of international law.
