Referring to the treatment of natives in the Islands, Professor Macmillan Brown, of Christclmrch, who arrived in Wellington to-day from a tour of the New Hebrides, said that the conditions were practically slavery, owing to the lack of proper supervision. Consequent* ly they were a failure. There was kidnapping, and the engagements which the natives entered into were longer than they should have been, according to the indentures. Large numbers of natives died on the plantations, and labour was becoming scarce.
