Japanese diplomacy in China is being remodelled owing to the weakened condition of China and the great energy displayed by the Powers scrambling for concessions. The Daily Telegraph correspondent says that, though the Premier's (Count Okuma) suggestion that England and Japan should commercially ally themselves throughout. China undoubtedly has certain impractical features, the hour has sounded when the scope 'of the Far Eastern alliance should be carefully investigated by the contracting parties and all possibilities of a doubtful future considered.
