MODERATE LIBERAL OPINION.
GOVERNMENT DESIRE WHOLE INCIDENT CLOSED. LONDON, 29th March. There is a consensus of moderate Liberal opinion that the Government's latest decisions are intended to place iv rig_ht perspective the questions ot discipline raised by the more advanced Ministerialist sections. The Government, it is thought, also desire to see the whole incident speedily closed. Sir Edward Carson, in an interview, described the new Army order as a farce. It merely repeats \\*lia,t *.vas contained in Brigadier-General Gough's guarantee. A lobbyist says that some have regarded Captain Morrison-Bell's speech as a wn rning to the House that the controversy on the military and personal side has gone far enough. The best opinion on both sides, after the Premipf's speech, is that the way has been cleared for Parliament to resume consideration of the purely political issues. It is generally assumed that Sir John French nntl Gpneml Ewart will withdraw their resignations. Brigadiej-General Gough is at the Curragh. Sir Edward Carson has unexpectedly reached London.
