Congress was unable to assemble to instal a President in succession to SenorDon Guillermo Bilhnghurst (who was placed under arrest during the recent political crisis) owing to the want of a quorum. Business is paralysed by a general strike. Mobs of the opposing political factions are creating distmbances and fighting with firearms. j Many persons have been wounded in the streets. A deputy supporting the Vice-Presi-dent was driving to the Chamber, when he was attacked by the mob and shot in the head.
