MINISTERS' PROVOCATIVE SPEECHES

DR. CHAPPLE'S SUGGESTION. (Received March 22, 11 a.m.) LONDON, 26th March. At question time in the House, Mr. F. Hall (Unionist member for Dulwich) protested against Ministers delivering provocative speeches in the ' provinces during the crisis. Dr. W. A. Chappie (Liberal member for Stirlingshire) suggested a convention of representative men, similar to that held in Australia to frame a Federal constitution, being held in the United Kingdom. Nine Unionist members, in a letter to the Westminster Gazette, support development of the Federal system. The newspapers comment on the bad rule which allows three members of the Army Council to make a quorum, thus enabling the Minister for War to easily secure the registration of his decision.
