WAR OFFICE ESTIMATES
SECRETARY'S MEMORANDUM. DEFICIENCY ~TN INFANTRY. (Bj Telegraph.— Press Association.— Copyright.) LONDON, 6th March. Colonel Seely's memorandum on the Wa.r Office Estimates- admits a deficiency of eighty thousand men in the infantry, though the total establishment shows an increase of 800 accounted for by the growth of the aerial wing and increases in the garrison artillery. It states that the position of the Territorials is improving.
