DOWNGRADE MARRIAGE RATE.

Paris is exercised by the news that the French marriage rate is spn the down grade, and a lot of representative and non-representative people have set themselves to work to discover the cause, These critics do not believe that tho French husband is less moral or that divorce is a cause of tho shrinkage, but as a rule attribute the sad declension to the liberty enjoyed nowadays by the young^ of botli sexes. " "This freedom does not make men in a hurry 'to wed," declares Sarah Bern hardt. "When I was young girls had not a tenth part of the liberty they are allowed nowadays. _ Young girls mixed up with the opposite sex in the house of their parents only, and Were rarely left alone without a chaperon. The resuit was that marriage was popular. "If the youth of to-day would abandon their butterfly habits, and were not allowed to intermingle so much, without hindrance, the marriage returns would rapidly increase."
