CONGRESS'S DECISION ON TOLLS PRESIDENT WILSON ADVOCATES REVERSAL. (By Telegraph.— Press Association.— Copyright.) WASHINGTON, 4th March. President Wilson will personally address Congress on the Panama tolls question, on Thursday, advocating the roversal of Congress's previous decision on the ground that it is imperative that the United States should preserve treaties honourably entered into. (Received March 5, 11 a.m.) t WASHINGTON, 4th March. President Wilson, on Thursday, will personally deliver messages to a joint sitting of Congress urging the repeal of exemption tolls.
