HEAVY RAIN
TROPICAL DOWNPOUR IN CALIFORNIA LOSS OF LIFE REPORTED. (Bj Telegraph.— Press Association.— Copyright.) (Received February 20, 11 a.m.) LOS AXGELES, 19th Feb. A tropical downpour turned the streets of Southern Califoi'nian towns into racing millstreams. Railroad and street traffic was completely at a standstill. Eight inches of rain fell in thirty hours. There is ten feet of water in the streets of Santa Barbara. Fire companies are employed in pumping out the basements of flooded buildings. Slight loss of life has occurred. Heavy damage has been caused to orange orchards'. An automobile touring party was caught when a retaining wall collapsed loosing a flood of five (eet of water. The car was swept away, but the occupants managed 1 to take refuge iv trees on the roadside. Ropes were slung out from nearby houses and the unfortunate people saved. MUCH DAMAGE DONE IN SPAIN. Torrential rain devastated the Province of Oyiedo, which lies between the Bay of Biscay and the Cantabrian Mountains. In the city of Oviedo and the surrounding villages the residents took refuge on the roofs of their houses. The towns are isolated, and road and train traffic is stopped.
